With a diverse local government practice, Shawn P. Flaherty assists clients with legal matters involving public finance, labor and employment, elections, contracts, property, public pension, municipal litigation, and appellate practice.

 

Mr. Flaherty advises and represents clients in the screening, hiring, promotion, and discipline of personnel. His election law experience includes referenda preparation, election petition matters, and election contests. Mr. Flaherty’s municipal litigation practice experience includes annexation and boundary disputes, municipal consolidation matters, tax increment financing issues, and administrative review of pension and commission decisions. He regularly represents clients before courts, administrative agencies and electoral boards, and routinely attends public meetings as corporate counsel. Mr. Flaherty has represented clients in over two dozen appeals.

 

Mr. Flaherty lectures on various topics including local government finance, governmental ethics, public employee discipline and discharge, and governmental annexation and consolidation issues. He conducts numerous training sessions for fire protection district trustees and firefighters statewide. Since first being published in Volume 15 of the Northern Illinois University Law Review, Mr. Flaherty has written articles on legal topics of interest to local government officials in several publications, including the DCBA Brief, The Gong, The Fire Call, The Fire Guard, and County Government Law: A Reference Guide. In addition, he authored two editions of a monograph entitled Fire Commission and Personnel Issues for the Illinois Association of Fire Protection Districts. He co-authored the 2007 Edition of the Handbook for Illinois Fire Protection Districts and is editor of the firm’s newsletter, Legal Insights for Fire Protection Districts.

 

Mr. Flaherty served as Secretary of the Police Commission for the Village of Oswego. He is active in other civic activities and coaches youth soccer.
